Due to the number of non-responsive proposals received in response to the recently issued One-Stop Operator Request for Proposal, the Southwest Georgia Workforce Development Board has authorized a re-issuance of the One-Stop Operator Request for Proposal.

Potential bidders are strongly encouraged to review carefully the responsiveness requirements of the RFP and the State of Georgia responsiveness requirements per the Workforce Implementation Guidance (WIG) Letter WIG GA-16-001.

A new proposal submission will be required of all potential bidders due to the re-issuance. Please reference the below public notice for additional information regarding request of RFP application packet, timeline, requirements, and due dates.

One-Stop Operator – Workforce Development Services

In accordance with the Workforce Innovation and Opportunity Act (WIOA), the City of Colquitt, Georgia serving as Grant Administrator and Fiscal Agent for the Southwest Georgia Workforce Development Board, has released a Request for Proposal (RFP) for the One-Stop Operator starting fiscal year (FY) 2018 (July 1, 2017 – June 30, 2018).  

The Southwest Georgia Workforce Development Board sets policy for workforce development programs in the fourteen counties of the WorkSource Southwest Georgia workforce region. The business-led Board includes members from private industry, economic development, community groups, education and labor unions and employment services.

This RFP is being re-issued to solicit qualified organizations with the expertise and capacity to manage the daytoday operations of the OneStop Center and affiliate sites and to design, administer and coordinate the delivery of workforce development services outlined in WIOA and the RFP to job seeker and employer customers within the region. A single One-Stop Operator will be selected.

Respondents may be a single entity (public, private, or nonprofit) or a consortium of entities. If the consortium of entities is one of the onestop partners, it must include a minimum of three of the core programs: WIOA Title I, Wagner Peyser/Employment Service, Adult Education and Literacy; Vocational Rehabilitation.

The approximate level of WIOA funding available is $100,000.

The RFP will be available beginning May 12, 2017. The proposal submission date is May 25, 2017 by 4:00 p.m.  The tentative effective date of the contract is July 1, 2017.
